Fred is one of the council members. He suffered an embarrassing loss after losing the Chief position to Dakota and resents him greatly. He takes every opportunity he can find to knock him down a peg.
John is an older member of the community who's uncomfortable with the changing times, and is wary of the youth coming into power and taking control of the Reservation.
Son Who Sits on Pebble is an athlete and an actor. As Dakota's childhood friend, he approaches Dakota about the construction of a new ice rink.
