Voice Actor Needed for Mr. Wogglebug in Children's Movie Series

I am starting a film series of direct-to-DVD animated feature films. They star the character of Mr. Wogglebug. The series involves Mr. Wogglebug having adventures with a young girl named Sylvie through a land called Genoma as they are on intertwining journeys and go through challenges and life lessons that ultimately enable them to reach their highest potential and live their dreams by the end. I am looking for a voice actor who can commit to a long-time project, is very experienced in doing character voices, and has excellent singing abilities as the Wogglebug has songs in most of the movies. And also, one who can improvise sometimes and also in character. His laugh sounds like "hee-hee-hee." I hope to have a voice actor who can mimic and match the voice in the file attached below which was from his former voice actor who used to voice him.
